The Capital Improvement Program (CIP) is the Village's long-range plan for improvements to infrastructure, parks, roads and other community facilities. The CIP is a tool to assess the long-term capital needs, values and desires of the Village and to establish funding of high-priority projects in a timely, cost-effective manner.

The CIP describes the Village's goals to maintain its infrastructure, buildings and critical equipment for an 8-year period. It addresses the impacts of growth from the past 20 years and highlights the transition to a pay-as-you-go philosophy, which lowers borrowing costs. The debt structure is aimed to avoid pushing costs into future years, enabling the community to maintain its capital needs in the future.

The CIP is developed with the Village Committees, Board, staff and citizen input.
