The Community Development Authority (CDA) is deemed a separate body politic for the purpose of carrying out blight elimination, slum clearance, urban renewal programs/projects and housing projects. The resolution creating the CDA authorizes the Authority to act as the agent of the Village in planning and carrying out community development programs and activities approved by the Village President and Village Board under the Federal Housing and Community Development Act of 1974 and as agent to perform all acts except the development of the general plan of the Village, which is performed by the Plan Commission.

The CDA powers are derived from the Village Board, but it is responsible to exercise objective judgement on many matters. The CDA’s actions include mostly legislative procedures.

Key Documents

The CDA works with many plans and standards including the Comprehensive Plan, Land Use Plan, Zoning Map, Ordinance Chapters 17, and 18, Design Standards, and the Downtown Development and Design Plan.
